修改过的文章以高分通过了TRB会议的评审，下面是审稿人意见，和我的编辑一起分享： This is an excellent paper that opens a window to the planning process being used in China to plan for its explosive growth. It is nearly perfect English with the only change recommended is in the last paragraph, first words. I recommend they replace "In final" with "Finally". Also in the last paragraph they mention a project of the planning authority. It would be interesting to know at least the name of that project or a little more information. I think it should be published.
